作为特殊工程知识的工程事故安全建议——基于事故调查报告的视角

摘　　要：有效的工程事故安全建议是预防工程风险、提升工程安全的关键措施。已有研究主要从工程学、管理学及法学等视角来认识安全建议,忽略了其作为一种特殊工程知识的本质,从某种程度上影响着人们从事故中进行学习的有效性。结合中外若干份工程事故调查报告的文本分析和比较,从工程知识论的角度具体探讨了安全建议作为工程知识的本质特征、样态以及影响其有效性的若干外部性因素,并针对我国在实践中存在的一些问题,尝试提出了我国在制定和落实安全建议中应遵循的若干原则。Effective safety recommendations against engineering accidents are essential measures to prevent the accidents.The existing studies mainly center on safety recommendations from the perspectives of engineering science,management and law,which often ignore their essence as special engineering knowledge,and reduce,to some extent,the effectiveness of people to learn from accidents.Based on the text analysis and comparison of some accident investigation reports at home and abroad,this paper,from the perspective of the theory of engineering knowledge,has discussed the characteristics and patterns of safety recommendations as engineering knowledge as well as several external factors which influence their effectiveness;meanwhile,combined with some problems existing in China’s practice,some principles that we must abide by in the regulation and implementation of safety recommendations have been proposed.
