摘  要:The use of the trajectory of the Gini coefficient of total income formed by the increase in transfer income combined with the minimum Gini coefficient curve enables us to provide a comprehensive examination of the effect of government income redistribution policies,measure the efficiency of transfer income for income redistribution,and redress the methodological defects of research using the MT index and Gini coefficient decomposition.The findings of our new method of estimation show that China’s social security expenditure can reduce the income gap,but its efficiency in terms of redistribution is relatively low and has already passed the turning point of the Gini coefficient trajectory,resulting in some people being“over-allocated.”Readjusting the distribution of governmental transfers can help lower the Gini coefficient of residents’total income.用总收入基尼系数随补贴增加而形成的路径曲线,同时配合最小基尼系数曲线,可以全面地考察政府收入再分配政策效应,衡量补贴的收入再分配效率,弥补以往用MT指数法和基尼系数分解法存在的缺陷。运用新测算方法的结果显示,中国社会保障支出能够缩小收入差距,但其再分配效率不足,且已经超过基尼系数路径曲线的转折点,出现了对部分人“分配过度”的现象。通过调整其分布,可进一步降低居民总收入的基尼系数。
