西方代表性官僚制理论的局限及超越——基于地区-民族匹配视角下民众对地方政府信任水平的考察

摘　　要：基于CGSS2010数据,分析地区情境中的民族代表性与地方政府信任水平间的关系,以检验并反思代表性官僚制在中国的应用与限度。研究发现,增加地区因素后,代表性官僚制的作用机制和作用强度发生了变化,不同地区情景下的汉族民众和少数民族民众对地方政府的信任存在差异。在少数民族地区,少数民族民众对地方政府的信任程度高于汉族民众;在汉族地区,少数民族民众对地方政府的信任仍然显著高于汉族民众。另外,少数民族地区汉族民众对地方政府的信任程度亦高于汉族地区民众。西方代表性官僚制对此现象不能提供合理的解释,结果证实官僚代表性程度并非是衡量代表性官僚制的唯一标尺,这意味着代表性官僚制存在可拓展的空间。为此,构建了以官僚代表性程度与利益实现程度为标尺的代表性官僚制理论,从而增强理论解释力。Based on the data of CGSS2010,we conducted an empirical study to analyze the relationship between representative ethnicity and public trust in the local government under the regional context in order to testify and reflect on the application and its degree of representative bureaucracy in China.The study finds that after the regional factors are increased,the mechanism and intensity of the representative bureaucratic system have changed,and that Han majority and ethnic minorities reveal different degrees in trusting local governments in different regions.In areas of ethnic minorities,trust of ethnic minority people in local governments is higher than Han people,while in Han areas,minority people's trust in local governments is still significantly higher than that of Han people.In addition,government trust of Han people in minority areas is higher than that in Han areas,which,however,seems to be unable to be reasonably explained by the theory of representative bureaucracy in the West.The extent of bureaucratic representativeness is not the only criteria to measure the performance of the representative bureaucracy,which indicates that there exists some room for representative bureaucracy to expand.Hence,the study has constructed the representative bureaucracy theory with the extent of bureaucratic representativeness and the extent of benefits realization as the standards so as to enhance the theoretical explanatory power.
