摘　　要：社会治理与信息具有密切的相关性,新一轮信息通信技术革命浪潮全方位提升了信息连通、信息生成、信息感知、信息传输、信息存储、信息分析等信息处理能力,互联网、物联网、云计算、大数据等新兴技术能够为社会治理创新提供有力的科技支撑。本文从社会控制论视角,提出社会治理的信息—实践模型,并据之分析运用新兴信息通信技术创新社会治理的若干可行路径,以及新时期社会治理创新所具有的以领域知识经验为主导,以科技为支撑的双向驱动特点;通过对当前社会治理创新中存在的碎片化、表层化现象的反思,剖析科技支撑力尚未得到充分发挥的原因,探讨将社会治理创新引入系统化、深入化的途径。The new wave of information and communication technologies revolution has comprehensively improved the information processing capabilities such as information connectivity,information generation,information perception,information transmission,information storage and information analysis.Emerging technologies such as the Internet,the Internet of Things,cloud computing and big data can provide strong scientific and technological support for social governance innovation.This paper proposes an information-practice model of social governance from the perspective of social cybernetics.It analyzes several feasible ways to innovate social governance by using emerging information and communication technologies,as well as the bidirectional driving characteristics of social governance innovation in the new era,which is dominated by domain knowledge and experience and supported by science and technology.By reflecting on the phenomenon of fragmentation and surface layer in the current innovation of social governance,this paper analyzes the reasons why the supporting force of science and technology has not been fully exerted and discusses the ways to introduce the innovation of social governance by a more systematic and in-depth approach.
