娱乐场所聚众吸毒抓捕行动研究--以A县公安机关对某娱乐城吸毒嫌疑人抓捕行动为例

摘　　要：娱乐场所聚众吸毒现场具有空间环境复杂、人数多且串联抵抗、吸毒人员状态不稳以及现场易被破坏和取证困难等特点。由于未能形成警力优势,对关键人员和关键场所控制不力,抓捕行动前信息不全、方案不充分、缺乏证据意识等问题,致使案件查处陷入困境。应充分利用各种资源获取可靠信息,制定科学方案以明确职责分工,针对案件性质及时固定关键证据,做好抓捕行动前的保密工作。Entertainment venues for group drug-taking are characterized by complex space environment, large crowd and tandem resistance, addicts’ unstable mentality, scenes prone to damage and difficult evidence collection.Failure to develop police advantages, defective control over the key personnel and locations, incomplete information prior to arrests, inadequate arrest program and lack of evidence awareness push investigation of the cases into a dilemma.Therefore efforts need to be made to make full use of various resources to obtain reliable information and make scientific plans to clarify the division of responsibilities,timely fix the key evidences based on the nature of the cases and do well in confidentiality prior to the arrests.
