基于模糊物元模型的西南民族地区旅游精准扶贫绩效评价研究

摘　　要：以精准扶贫为出发点的旅游扶贫效果参差不齐,一些地区因旅游开发反而变得更贫穷,也有一些地区的贫困人员因旅游扶贫实现了经济收入增加。文章以西南民族地区为案例地,探讨不同模式下的旅游精准扶贫的绩效。文章构建了旅游精准扶贫效应评估指标体系,共6个维度,22个指标,并构建了模糊物元模型,结合西南民族地区进行实证分析。评价结果显示:旅游精准扶贫过程中存在“马太效应”;社区参与是解决贫困人口获益和发展最有效的途径;旅游精准扶贫中依然存在“旅游飞地”的现象。通过有效的评估,不仅科学衡量民族地区旅游扶精准贫在各方面所取得的成绩,同时也诊断出其存在的问题,并有针对性地提出优化对策建议,以进一步提高民族地区的旅游精准扶贫效益。The effect of tourism poverty alleviation based on accurate poverty alleviation varies.Some areas become poorer due to inappropriate tourism development.However,some people have achieved the income increase.Taking southwest ethnic areas as a case study,this paper discusses the performance of precise Poverty Alleviation under different modes.This paper constructs an evaluation index system of tourism precise poverty alleviation effect,which consists of 6 dimensions and 22 indicators,and constructs a fuzzy matter-element model.The results show that Matthew effect exists in the process of tourism precise poverty alleviation and community participation benefits poverty-stricken population.However,the phenomenon of"tourist enclaves"still exists in the precise poverty alleviation.Through effective evaluation,we can not only scientifically measure the achievements of poverty alleviation in ethnic areas,but also check the existing problems,and put forward optimization countermeasures to further improve the efficiency of the precise poverty alleviation in ethnic areas.
