农地产权结构对中国农业环境效率的影响

摘　　要：农地产权结构的演变会对农户在农地上的长期投资和农地经营规模影响农业环境效率。在理论分析的基础上,利用1983—2018年28个省份的面板数据,实证检验了农地产权结构演变对中国农业环境效率的影响。研究结果表明:稳定的农地占用权、排他的收益权和更多的处置权对农业环境效率均具有正向促进作用。但是,赋予农户排他性农地收益权对农业环境效率的促进作用不显著,而赋予农户稳定的农地占用权和更多的农地处置权对农业环境效率具有显著的促进作用。为提高农业环境效率,促进绿色农业发展,中国今后农地产权制度改革需要进一步赋予农户更稳定和更充分的土地占用权和处置权。Since the reform and opening up,China has endowed the farmers with more and more land occupancy,income rights and disposal rights without changing the ownership of rural land.The integrity,certainty and stability of land property rights owned by farmers have been continuously strengthened,and the structure of farmland property rights has undergone a continuous evolution.The paper uses panel data of 28 provinces during 1983—2018,and empirically analyses the influence of Chinese agricultural environmental efficiency evolution of land property rights structure respectively from the possession of land usufruct,land disposal right of exclusive three aspects on the basis of agricultural land property rights structure and environmental efficiency measurement.The results show that the stable land occupancy,the exclusive right of income and the more disposal rights have positive effects on the agricultural environmental efficiency.However,giving farmers exclusive benefits of farmland has no significant role in promoting agricultural environmental efficiency,while giving farmers stable farmland occupation rights and more farmland disposal rights has a significant role in promoting agricultural environmental efficiency.In order to improve the efficiency of agricultural environment and promote the development of green agriculture,the reform of farmland property right system in China needs to further endow farmers with more stable and sufficient land occupation and disposal rights.
