摘　　要：清洁供暖作为一项民生工程,是解决北方冬季大气污染的重要手段,也是打赢蓝天保卫战的重要措施,有利于推动终端能源消费转型。2018年吉林省松原市制定《松原市煤炭消费总量控制工作方案》,旨在加快推进煤炭消费压减工作、深入落实各项减煤措施,逐步实现全市清洁供暖目标。但清洁供暖项目改造需要大量的资金成本,拓宽清洁供暖项目的融资渠道至关重要,亟待金融支持。as a livelihood project,clean heating is not only an important means to solve the air pollution in winter in northern China,but also an important measure to win the blue sky protection war,which is conducive to promoting the transformation of terminal energy consumption.In 2018,Songyuan City of Jilin Province,formulated the work Plan of Total Coal consumption Control in Songyuan City,in order to accelerate the reduction of coal consumption,implement various coal reduction measures,and gradually achieve the goal of clean heating in the whole city.However,the renovation of clean heating project needs a large amount of capital cost,so it is very important to broaden the financing channel of clean heating project,which urgently needs financial support.
