多源流模型视角下城市治理的政策议程设置——以非首都功能疏解为例

摘　　要：基于多源流模型的视角,非首都功能疏解的政策议程设置可以看作是问题流、政策流、政治流三流共同作用的过程及结果。问题流主要表现为人口膨胀加剧、城市交通拥堵、环境污染恶化、资源供给短缺、区域经济发展不平衡不充分等突出问题;政策流主要表现为官员、专家学者、智库内参等政策共同体有关功能疏解的政策讨论及观点主张;政治流则表现为公众对“大城市病”的不满情绪,利益相关者的支持型功能疏解政策偏好,以及执政党对新发展理念的倡导。当这三股源流同时具备后,政策之窗迅速打开,政策议程设置得以实现。其中,国家领导人对非首都功能疏解的高度重视是实现三流汇聚效应的关键节点。进一步推动北京非首都功能疏解,必须从问题流、政策流、政治流三方面完善和发展其政策议程设置。From the perspective of multi-source flow model,the policy agenda setting of non-capital function disaggregation can be regarded as the process and result of the joint action of problem flow,policy flow and political flow.The problem flows include mainly population expansion,urban traffic congestion,environmental pollution deterioration,shortage of resources supply,imbalance of regional economic development and so on.The policy flows are mainly reflected in the policy discussion and opinion of function disaggregation of officials,experts and scholars,think-tanks and other policy community.The political flows are manifested in the public dissatisfaction with the“big city disease”,the support function disaggregation of stakeholders to ease the policy preferences,and the ruling party’s advocacy of new development ideas.When these three sources are available at the same time,the window of policy quickly opens,and the policy agenda can be set.Among them,the state leaders attach great importance to the non-capital function disaggregation,which is the key point to realize the third-class convergence effect.To further promote the non-capital function disaggregation in Beijing,it is necessary to perfect and develop its policy agenda from three aspects of problem flow,policy flow and political flow.
