小机盘车误启动分析及防范措施

摘　　要：对某电厂一名运行人员在使用盘车手柄手动退出300 MW机组给水泵小汽轮机盘车装置时,盘车电机误启动、甩飞盘车手柄伤人的不安全事件进行剖析。指出此次不安全事件是由于该盘车手/自动切换开关位置接反及不规范操作引发的。通过更改盘车控制回路接线,并在控制箱内加装电源空开的技术防范措施,来杜绝此类不安全事件的发生。This paper analyzes the unsafe events in which an operator of a power plant uses the turning handle to manually exit the turning gear device of the small turbine of the feed water pump of 300 MW unit and is hurt by thrown handle due to false start of turning gear motor. It is pointed out that the unsafe event is caused by the reversed positioning of the manual/automatic switch and the irregular operation. By changing the wiring of turning gear control circuit and taking such technical precaution as installing power supply air switch in the control box, the occurrence of such unsafe events can be prevented.
