异质体制下粤港澳大湾区九市生态安全协同效率实证分析——基于PSR和GIS-DEA组合模型

摘　　要：论文以粤港澳大湾区九市为研究对象,构建"压力—状态—响应(PSR)"生态安全评价指标体系,采用时序全局主成分分析法计算生态安全指数及其权重,通过GIS-DEA模型测算生态安全效率。结果表明,粤港澳大湾区九市生态安全均呈好转趋势,生态安全效率为非DEA有效,以临界安全为主,深圳最佳,广州、佛山和东莞等次之,惠州、江门和肇庆较差。社会进步、生活方式、环境整治和绿色人居对粤港澳大湾区九市生态安全的影响呈显著正相关,经济建设呈显著负相关。通过数据定量分析支撑,建议粤港澳大湾区九市架构生态安全城市,坚持市场化驱动,统筹产业空间布局,创新绿色发展机制,实施多元生态补偿,打造生态协同时空格局。Taking nine cities of Guangdong-Hong Kong-Macao Greater Bay Area as example,the paper used PSR model to construct the evaluation index system of ecological security,calculated the ecological security index and weight by the time series and generalized principal component analysis as well as evaluate the efficiency of ecological security basing on GIS-DEA combined model.The results showed that the ecological security of the nine cities in Guangdong-Hong Kong-Macao Greater Bay Area appeared an improving trend and was DEA ineffective,mostly in critical safety.Shenzhen was optimal,followed by Guangzhou,Foshan and Dongguan,while Huizhou,Jiangmen and Zhaoqing were weak.The impacts of social progress,life style,environment renovation and green residential settlements on ecological security of nine cities in the Guangdong-Hong Kong-Macao Greater Bay Area were positively correlated,while the economic construction was negatively correlated.Based on the quantitative analysis of data,the paper proposed that nine cities in the Guangdong-Hong Kong-Macao Greater Bay Area should construct eco-safety cities,persist in the driving of market-oriented reform,coordinate the industrial spatial layout,innovate the mechanism of green development,carry out the multiple ecological compensation and create the spatial and temporal pattern of ecological collaboration.
