摘　　要：旧中国海关图书馆是近代中国海关外籍税务司制度下的历史产物。海关图书馆发轫于北京,集成于上海,复归于北京。这所以建设世界第一流直接或间接与中国经济攸关为目标的图书馆,力图构建一个以海关通令等内部出版物为核心,以与中国贸易、工业、农业、财政、经济等相关图书资料为辅助的信息支撑体系,为旧海关治理提供有效的经验集成、知识管理与治理参考。The Old China Customhouse Library was a historical development out of the situation that the position of inspectorate general of customs was held by foreigners in modern China. Having been established in Beijing, transferred and cultivated in Shanghai, the Customhouse Library returned to Beijing. Being built with the purpose as a global firstclass library which was directly and indirectly connected with the Chinese economy, the library sought to operate an information support system which concentrated on the collection of internal publications such customs decrees, supplemented with related publications on China’s trade, industry, agriculture, financing and economy. The old customs governance could therefore be provided by the library with effective integration of experience and management of knowledge as well as references of governance.
