滇西边境山区某县县级医疗卫生机构应急能力建设现状分析

摘　　要：目的全面了解滇西边境山区某县医疗卫生机构应急能力建设现状,分析其存在的问题,为当地有关机构提升应急能力提供相应的对策建议。方法采用定量和定性相结合的方法,调查分析其应急能力现状,提出相应的对策建议。结果县医院、妇幼保健院、疾控中心等其它医疗卫生机构分别有53%、53.4%、50%的人认为所在医院重视应急能力建设,不同医疗卫生机构对应急能力建设的重视程度差异无统计学意义(P>0.05);县医院医疗卫生人员相较于妇幼保健院更认同"政府投入不足"是影响医疗卫生机构应急能力提升的根本原因(P<0.05);县医院医疗卫生人员相较于妇幼保健院和疾控中心等其他医疗卫生机构更认同"落实各种优惠和支援政策"是提升医疗卫生机构应急能力的根本途径(P<0.05)。结论该县应急能力建设相对较差,应急能力培训时间不长,全县医疗卫生机构约有1/4的人没有接受过应急能力相关培训,缺乏专业应急队伍,应急管理机制需健全。应进一步推进该县医疗卫生机构应急管理机制建设,完善硬件设施配置,加强应急能力相关培训,建立并落实中长期应急规划,全面提升医疗卫生机构应急能力建设水平。Objective To investigate the current status of emergency response capacity building of medical institutions in a county in the western border mountainous region of Yunnan,analyze the existing problems,and provide corresponding countermeasures and suggestions for local agencies to improve their emergency response capabilities.Methods The combination of quantitative and qualitative methods was used to investigate and analyze the current situation of emergency response capacities,and corresponding countermeasures and suggestions were proposed.Results Different medical and health institutions attached similar importance to emergency response capacity:53%,53.4%,and 50%to the County’s Hospital,Maternal and Child Health Center,and Disease Prevention and Control Center,respectively,and there was no significant difference(P>0.05).Significantly different from those in Maternal and Child Health Center,more staffs in the County’s Hospital agreed that"insufficient government investment"was the primary obstacle to the improvement of emergency response capacity(P<0.05).Significantly different from those in Maternal and Child Health Center and CDC,more staffs from the County’s Hospital agreed that"implementing various favorable and supportive policies"was the fundamental way to improve the emergency response capacity of medical and health institutions(P<0.05).Conclusions The county’s emergency response capacity building is relatively poor:short training time,one-fourth of the staffs having not received training,shortage of professional emergency response teams and defective emergency management mechanisms.The management mechanism should be further promoted,hardware facilities should be improved,the training should be strengthened,and medium and long-term training plan should be established and implemented to enhance the emergency response capacity building of medical and health institutions.
