摘　　要：本文通过对国内外城市搜索与救援队伍能力建设现状的调研、统计与分析,介绍了国际城市搜索与救援队伍能力测评的由来、现状和测评方法,详细解读了国内城市搜索与救援队伍综合能力的现状,梳理了国内专业救援队伍和社会应急救援力量参加国内和国际测评的情况以及各队伍存在的问题与不足,提出了今后加强队伍能力相关能力建设的建议。Based on investigation,statistics and analysis of the capacity building of Urban Search and Rescue(USAR)teams at home and abroad,this paper introduces the origin,status quo and capacity assessment of international USAR.Focusing on domestic teams,the paper details China’s professional rescue teams and social emergency response forces participating in the capacity assessment at home and abroad.By indicating the gaps between the current capacity and the required capacity,the paper provides suggestions to assist in strengthening the USAR teams’capacity.
