摘 要:随着我国对外开放的推进,涌入我国的非法移民也呈增长趋势,不仅提高了社会治理成本,而且由于管控和遣返执法难度较大,导致打击非法移民和偷渡的任务十分艰巨。目前,我国非法移民遣返虽然取得了一定的成效,但依然存在着相关法律的系统性和针对性不强、忽视非法移民源头防控,执法部门配合不够、非法移民管控实效性不强,非法移民遣返专业人才队伍缺乏,国际合作不足等问题。为了有效发挥非法移民遣返制度的作用,提高非法移民治理工作实效性,我国必须从积极健全法律法规、密切执法部门配合、打造专业执法队伍、积极深化国际合作等方面改进和完善当前的非法移民遣返制度,从而为“一带一路”倡议的顺利推进和对外开放的深入发展创造更为有利的条件。Illegal immigrants to China have raised the cost of social governance.The repatriation of illegal immigrants is characterized by long-term,complex and arduous nature,which makes the task of combating illegal immigration and smuggling arduous.At present,the repatriation of illegal immigrants in China has achieved certain results,but there are still problems as follows:lack of strong systematic laws,neglecting the prevention and control of illegal immigrants,inadequate cooperation of law enforcement agencies,low effectiveness of illegal immigration control,lack of the professional talents,and insufficient international cooperation.It is necessary to improve the effectiveness of illegal immigration repatriation work by improving the systemic and pertinence of relevant laws,strengthening prevention and control of illegal immigrants,enhancing cooperation among law enforcement agencies,strengthening the construction of professional teams of illegal immigrants,and by further deepening international cooperation in illegal immigrant repatriation.
