摘　　要：政府部门的危机管控能力已在今天引起社会各界的高度关注。这种关注是伴随着社会文明程度的提升、法治程度的深化与现代互联网技术的普及发展而不断加深的。城市管理部门作为受到较多关注的政府部门,在执法过程中与相对人不免产生冲突,进而可能演化为暴力执法或暴力抗法,最终经媒体报道与网络传播成为危及城管部门形象的危机事件。城管部门就此采用的危机公关手段以及公关意识经历了不同的历史阶段,并在今天仍然面临一定的建设困难与障碍,应在明确权责对等、培养公关意识、优化媒体关系、设置专职部门等危机公关建设多各方面加强工作,践行“依法治国”现代理念,真正塑造起部门的良好形象。The society from all walks of life has paid much attention to the crisis management ability of government sectors.The concern goes deeper along with the improvement of the social civilization,enhancement of rules of law and popularity of the modern Internet technology.The urban management department,one of the government sectors,has received much attention.Conflicts often happen when the urban management department enforces the law.Then the conflicts shall evolve to the violent law-enforcement or violent resistance against law.Finally,they shall become the crisis cases after being reported by the media or being spread online.These crisis cases shall badly affect the image of the urban management department.The crisis public relations and public relation consciousness of the urban management department have gone through the different historical stages.Today,there still exist some difficulties building the crisis public relations and public relation consciousness.It is expected to define rights and liabilities,cultivate public relation consciousness,improve the media relations and set up the full-time departments to solve the problem.The modern ideas of“law-based governance”shall be implemented to build the good image of the department.
