摘 要:通过分析矿山企业面临的法律规制、资源开发利用技术、产品市场需求等生产经营环境的变化,建设无废资源绿色矿山的战略机遇期已经到来,并提出了无废资源绿色矿山的概念。以企业价值为导向,从矿山投资、技术选择、矿物加工生产组织、资源循环利用、环境治理、生态修复等方面进行了全产业链的系统研究;构建了以资源全产业链绿色开发3条路径为基础,绿色矿山技术为支撑,绿色矿山管理体系为保障的建设无废资源绿色矿山的发展新模式。同时,为加快无废资源绿色矿山建设步伐,从重点解决区域之间固废资源结构性矛盾,加大绿色矿山技术创新,调控市场资源配置等方面提出了建议。This paper analyzes the changes in the production and operation environment faced by mining enterprises,such as legal regulation,resource development and utilization technology,and product market demand. It is believed thatthe strategic opportunity period for building green mines with non-waste resources has arrived,and the concept of greenmines with non-waste resources was proposed. Taking enterprise values as the guidance,the whole industry chain from mineinvestment,technology selection,mineral processing,production and organization,resource recycling,environmental man-agement,and ecological restoration is systematically studied. A new model for the development of green mines with nonwaste resources was established,that is based on the three paths of green development of resources in the whole industrychain,supported by green mining technology and guaranteed by green mine management system. At the same time,in orderto speed up the construction of green mines with non-waste resources,some suggestions were given to mainly solve the struc-tural contradiction of solid waste resources among different regions,increase the technical innovation of green mines,andregulate the allocation of market resources.
