内蒙古肉牛产业发展现状与对策研究

摘　　要：畜牧业生产在内蒙古自治区农业生产中约占一半份额,随着牛肉及其加工品市场需求的不断攀升,肉牛产业在畜牧业生产中占据着越来越重要的地位,成为内蒙古农民增收的主要来源。文章以2001—2015年数据资料为基础,利用比较分析方法对内蒙古全区及各地区肉牛生产发展变化过程、饲养方式进行了分析。结果表明:内蒙古自治区肉牛繁育、养殖水平的进步显著促进肉牛头均产肉量的增加。然而由于肉牛良种繁育体系尚未建立、养殖技术落后、肉牛规模化标准化生产尚未形成、肉牛产品附加值低、企业与养殖户间利益联结与分配机制不健全等问题的存在,阻碍了内蒙古肉牛产业升级与更深层次发展。笔者就此提出重点加强优良种质资源建设、推动规模化生产、助力肉牛加工企业实现集群化发展、挖掘潜在消费市场、实行标准化生产等对策建议。Animal husbandry accounts for about half of the agricultural production in Inner Mongolia.With the rising demand for beef and processed products,the cattle industry plays an important role in animal husbandry production,and becomes the main source for farmers to increase income.The author analyzed the development process and feeding methods of cattle in Inner Mongolia and all regions based on the data from 2001 to 2015.It reached the conclusion that the development of cattle breeding and its technology were important reasons which improved the production of cattle.However,there still some problems existed,that the beef cattle breeding system had not been established,the breeding technology was not good enough,the production of cattle has not yet been standardized,the added value of beef products was not good still,and the profit allocation mechanism between enterprises and farmers were not working well,as so on.All the problems were putting a brake on the improvement of cattle industry in Inner Mongolia.Therefore,the author suggested that it was necessary to focus on strengthening the construction of excellent germplasm resources,promoting large-scale production,assisting beef cattle processing enterprises to achieve cluster development,tapping potential consumer markets,and implementing standardized production.
