摘  要:[目的]分析7个省14家完成资源整合和“四大业务部”设置改革的市县级妇幼保健机构在职、在岗医务人员对改革的评价及满意度情况,总结经验和存在问题,为政策制定提供依据。[方法]对14家市县级妇幼健康服务机构进行问卷调查和定性访谈。[结果]①调查对象对资源优化整合5个方面的看法中,选择赞同的人数比例均在92%以上;县区级调查对象选择赞同的人数比例高于地市级;原计生服务机构的赞同人数比例高于原妇幼保健机构。②调查对象对“四大业务部”设置改革的6个方面的看法中,选择赞同的人数比例均在80%以上;县区级调查对象选择赞同的人数比例高于地市级。[结论]多措并举保证了职工总体满意度较高,但同时也应重视职工的意见;县区级机构的医务人员对改革政策认可程度较高。针对存在的绩效考核、人员转岗等问题,建议采取有效措施保证整合机构持续良性发展。Objective To analyze employee satisfaction and evaluation of 14 maternal and child health care institutions at city and county level which have completed resource integration and settings reform of“four business departments”in 7 provinces,summarize experience and existing problem,so as to provide the bases for policy-making.Methods A questionnaire survey and qualitative interview were conducted in 14 municipal and county-level maternal and child health service institutions.Results In respondents opinions on five aspects of resource optimization and integration,there were more than 92%favorers.The proportion of favorers at county and district level was more than those at prefectural level.The proportion of favorers from original family planning service institutions was more than those from original maternal and child health care institutions.In respondents opinions on six aspects of settings reform of“four business departments”,there were more than 80%favorers.The proportion of favorers at the county and district level was more than those at prefectural level.Conclusions Multiple measures ensure that overall satisfaction of the staff is relatively high,but it still needs to pay more attention to staffs opinion.The recognition degree of medical staffs in county and district level is high.Aims at the problems of performance assessment and staff job transfer,it suggests that take effective measures to guarantee the continued benign development of integration institutions.
