绿色开放的基本内涵与推进路径

摘　　要：我国在对外开放中应充分融入绿色发展理念,积极探索绿色开放之路。绿色开放是开放发展与绿色发展的有机统一,就是在开放中坚持可持续发展,形成人与自然和谐共生的开放理念和开放方式,将绿色发展融入开放型经济建设的各领域和全过程。推进我国绿色开放需要构建绿色发展的内外联动机制、在拓展全面开放格局中关注不同地区生态承载力差异、将绿色发展理念融入到开放合作的新作为之中、在促进贸易和投资发展中守牢生态环境底线、协调推进绿色开放与"一带一路"建设。In opening up to the outside world,China should fully integrate the concept of green development and actively explore the path of green openness. Green Openness is the organic unity between Open Development and Green Development. In opening up,we must adhere to sustainable development and form an open concept and a way of opening up in harmony between man and nature. We will integrate green development into all aspects and the whole process of building an open economy. To promote green opening up in China,we need to establish the internal and external linkage mechanism of green development,pay attention to the differences in the ecological carrying capacity of different regions in expanding the overall opening up pattern,integrate the concept of green development into the new actions of opening up and cooperation,guard the bottom line of ecological environment in promoting trade and investment development,and coordinate efforts to promote green openness and the Belt and Road Construction.
