摘　　要：2015年在北京召开的中央城市工作会议上指出,要统筹规划、建设、管理三大环节,提高城市工作的系统性,保证科学编制的规划得以严格执行。十八届三中全会也提出"创新社会治理",社区发展和规划等相关研究也日益受到重视。在这一背景下,将规划落实到社区,让市民参与规划,成为推进城乡规划公众参与,推进城市建设与发展的一种重要方式,也是未来城乡规划的重要趋势。社区规划师制度的建立与运作,对实现城乡规划的实施与管理有着重要意义。Held in Beijing in 2015 central cities work conference pointed out that to overall planning,construction,management,three links,improve systemic city work,guarantee the scientific establishment of planning to strictly carry out,the third plenary session of the eighteenth also put forward the^innovation of social management”,community development and planning of related research is increasingly attention.Planning in this background,will be implemented to the community,let the people involved in the planning,become to promote public participation in urban and rural planning,city construction and development of an important way,also is the important tendency of future urban and rural planning.It is of great significance to realize the implementation and management of urban and rural planning through the establishment and operation of community planning community planner system.
