章程实施与高校单位目标管理运行机制研究--基于全国95所院校的调查分析

摘　　要：使用问卷调查和相关性分析方法,对95所高校章程实施和单位目标管理运行机制情况进行调查,结果表明:高校章程所确立的内部治理体系在过半的高校得到了比较好的贯彻落实,但是教授治学、民主管理仍是我国大多数高校内部治理体系中的薄弱环节;95所高校单位目标管理运行机制处于基本协调及以上状态,46.32%高校单位目标管理功效处于"比较有成效"及以上状态;高校章程实施程度与目标管理工作制度建设状况、目标管理工作成效两两之间存在显著线性正相关性关系,院校隶属关系与高校章程实施程度、目标管理制度建设状况、目标管理工作实施成效三者之间均不存在显著性相关关系。针对存在问题应完善教授治学机制,强化民主管理机制。Questionnaire survey is conducted among 95 universities on their implementation of school regulations and their operating mechanism of target-oriented management. The results show that above half of the universities well implement the internal governance established in their school regulations, with professor-domination in academic affairs and democratic management poorly implemented, though. All the 95 universities prove to be "Basically Effective" or better in their mechanism of target-oriented management, 46.32% of which prove to be "Rather Effective" or better. Significant positive correlation is found between Regulation Implementation, Target-oriented Management System and Target-oriented Management Efficacy, but not between School Subordination and Regulation Implementation, Target-oriented Management System and Target-oriented Management Efficacy. Obviously, the mechanism in professor-domination in academic affairs and democratic management should be further improved.
