整体性治理视阈下雄安新区绿色发展指标体系研究

摘　　要：根据雄安新区绿色低碳高水平现代化城市建设目标,在整体性治理和绿色发展指标理论支撑下,首先通过查阅相关文献确定了生态环境、公共服务、污染物处理及利用、经济技术发展、政策支撑及满意度5个一级指标,并确立了蓝绿空间占比、人均地区生产总值、绿色专项资金使用合规性等23个二级指标;其次通过引入德尔菲法和层次分析法,构建了雄安新区整体性治理绿色发展指标体系。研究结论显示:生态环境建设和政策支撑及满意度在本体系中的权重高于其他指标,居于第一、第二的位置,说明这两项指标对于雄安新区未来绿色发展有着重要影响,在发展规划中应该予以高度重视。Based on the green,low carbon and high level modern city construction goals of Xiong’an New District,this study,under the framework of integrated governance and green development index theories,first establishes five first-level indicators including ecological environment,public service,pollution treatment and utilization,economic and technological development,policy support and satisfaction level,as well as 23 secondary indicators including the blue-green space proportion,the regional GDP per capita and the compliance with the use of green special funds.It further builds the green development index system for the integrated governance of Xiong’an New District by introducing Delphi method and Analytic Hierarchy Process(AHP).The research shows that the weights of ecological environment construction and policy support and its satisfaction level in this system are higher than those of other indicators,ranking first and second,indicating that these two indicators have important influence on the green development of Xiong’an New District,which suggests that they should be paid attention to in the development planning.
