福建省多元投资主体职教集团开放式同心圆组型初探

摘　　要：基于我国职业教育改革要求,从福建省多元投资主体职教集团的主要特征和实现形式出发,分析多元投资主体职教集团建设过程中取得的成果和存在的问题,探索“资产型+契约型+联盟型”的开放式同心圆组型摸式,解读以股东为内核、以理事单位为二级成员、以联盟单位为外圈,层层扩展的组建结构,为有效解决公司所产生的利润归属问题,最大限度实现资源优化整合,实现职教集团良性发展,提出相关运作设想:职教集团所成立的公司实行动态管理,集团采取一事一议方法开展项目,收益反哺集团建设。Based on the requirement of vocational education reform in our country and starting with its main characteristics and operating mode,analyze the achievements obtained in developing vocational education group as one of Fujian diversified investment subjects and its existing problems.Besides,explore the inclusive concentric circles mode with asset,contract and alliance.Furthermore,interpret the structures with layer-by-layer expansion shareholder as the inner core,executive director of the units as the second-level members,league units as the outer ring,effectively tackle whom the profits belong to so as to maximally optimize resources integration and promote benign development of vocational education,put forward relevant operation ideas:implementing the dynamic management for the company established by vocational education group,adopting the case-for-case system to launch projects,giving back the gains to the company construction.
