新形势下提升中国油气产业抗冲击力的思考与建议

摘　　要：中国油气产业链在一些关键环节存在短板与不足,突出问题是一些重点领域技术水平落后,工程服务的高端能力和一体化综合服务能力不足,市场开放不足,创新驱动不足。鉴于中美贸易摩擦的复杂性和长期性,必须树立全国一盘棋理念,加快提升油气产业抗冲击力,确保国家能源安全。建议继续设立油气重大专项,加快突破制约行业发展的"卡脖子"技术难题;着力培育世界一流的综合一体化油田工程技术服务公司;推动在更高水平上的市场开放与对外合作;不断优化创新生态,激发创新活力。China’s oil and gas industry chain has weaknesses and deficiencies in such key links as backward technology level in some key areas, the lack of high-end engineering service capability and integrated comprehensive service capability, the insufficiency of market opening and innovation-driven. In view of the complexity and long-term nature of trade frictions between China and the United States, it is necessary to establish the concept of a nationwide game, accelerate the improvement of the resilience of the oil and gas industry, and ensure national energy security. It suggests setting up the major special projects of oil and gas, speeding up the breakthrough of key technical problems which restrict the development of the industry, striving to cultivate a world-class integrated oilfield engineering technical services company, facilitating a higher level of open markets and foreign cooperation, continuously optimizing innovation ecology, and stimulating creativity.
