摘　　要：2019年,国家明确支持民营企业进入油气勘探开发、炼化销售、储运和管道输送以及原油进口和成品油出口等领域,取消了油气上游勘探开发以及城市燃气领域外资进入限制,全产业链对外开放进入新时期。全面放开油气勘查开采市场,明确了油气矿业权出让收益市场基准价标准。年末国家油气管网公司正式成立,进一步完善中国油气管网公平接入机制。将天然气门站价格从《中央定价目录》中移出,专项支持非常规天然气。减税降费、简政放权持续推进,企业与政府的关系、生产与环保的关系更加协调,油气行业营商环境大幅优化。In 2019, Chinese government made it clear that supporting the private owned companies to enter into the oil and gas exploration and development, refinery and sale, storage and transportation, crude oil imports and refined oil product exports area, lifting the restriction on foreign investment in upstream oil and gas exploration & development and in the urban gas field, which means the whole industrial chain has entered a new era of opening-up. It fully opened up the market for oil and gas exploration and exploitation, and defined the benchmark market price for the proceeds from selling oil and gas mining rights. At the end of 2019, the National Pipeline Corporation was formally established to further improve the fair access mechanism of China’s oil and gas pipeline network. Also, the government removed the prices of natural gas gate stations from "the central pricing catalogue", supported unconventional gas specially, cut the taxes and fees, streamlined the administration and delegated lots of central powers to the lower levels, made the relationship between the government and companies, and the relationship between production and environment protection more coordinated, and optimized the business environment of oil and gas industry.
