摘　　要：近年来,随着我国城乡统筹力度的加大,城乡基本公共服务水平有了明显提升,绝大多数城乡公共服务差距都有明显缩减,但在社保、生态和市政设施等领域差距依然较大,个别指标甚至差距有所拉大。推进城乡基本公共服务均等化,需要明确民生保障职责,合理划分政府间事权与支出责任;健全转移支付体系,优化一般性财政转移支付;创新财政支持方式,提升公共服务供给能力;完善财政管理机制,提升城乡基本公共服务实际效果。In recent years,the basic public service level in urban and rural areas has been significantly improved.The vast majority of urban-rural public service gap has been significantly reduced,but the gap in social security,ecology,municipal facilities and other fields is still large,and even the gap in some indicators has been widened.In order to promote the equalization of basic public services in urban and rural areas,we need to make clear our responsibilities,improve the transfer payment system,innovate financial support methods,and improve the financial management mechanism.
