摘 要:在我国推行全过程咨询管理模式的背景下,研究政府投资项目全过程咨询风险,对防范项目风险,提高项目成功度具有重要意义。本文通过分析政府投资项目全过程咨询风险因素,结合实际建立了政府投资项目全过程咨询风险分析指标体系,运用模糊数学理论提供了一种基于模糊综合评判模型的风险评方法,对政府投资项目全过程咨询风险作出客观合理的评估。通过模型进行实例分析,验证了模糊综合评判模型的可行性与适用性,结果表明低风险隶属度0.65,为政府投资项目实施全过程工程咨询提供决策支持,对促进项目目标实现具有重要的理论意义及应用价值。Under the background of carrying out the whole process consultation management mode in China,it is of great significance to study the whole process consultation risk of the government investment project in order to prevent the project risk and improve the success of the project.Based on the analysis of the risk factors of the whole process consultation of government investment projects,this paper establishes the risk analysis index system of the whole process consultation of government investment projects,and provides a risk assessment method based on fuzzy comprehensive evaluation model by using fuzzy mathematics theory,and makes an objective and reasonable evaluation of the whole process consultation risk of government investment projects.Through the example analysis of the model,the feasibility and applicability of the fuzzy comprehensive evaluation model are verified.The results show that the low risk membership degree is 0.65,which provides decision support for the whole process of government investment project implementation,and has important theoretical significance and application value to promote the realization of project objectives.
