中国政府履行政治职能注意力配置研究——基于中央人民政府工作报告(1979-2019)的文本分析

摘　　要：政治职能是政府职能的核心职能,高效履行政治职能对维护社会稳定、保障国家有序发展至关重要。文章以1979-2019年41篇中央人民政府工作报告为研究样本,依据注意力基础观,采用Nvivo 11软件对41篇报告中涉及政治职能的内容进行定性和定量分析。研究发现:1979-2019年间,中国政府对法制维度的注意力处于较高水平,对祖国统一维度的注意力起伏变化最大,对廉政建设维度的注意力连续位于最高,对民主维度注意力逐渐稳定,对思想政治教育、外交、军事维度的注意力有上升趋势,对社会稳定维度的注意力自1994-1998年后逐时期下降。最后,为进一步优化中央人民政府政治职能注意力配置提出建议。Political function is the core function of the government function.The efficient performance of the political func tion is crucial to maintain social stability and ensure the orderly development of the country.In this paper,41 central peo ple's government work reports from 1979 to 2019 were selected as research samples.According to the basic concept of atten tion,Nvivo 11 software was used to conduct qualitative and quantitative analysis on the contents related to political functions in 41 reports.Study found that from 1979 to 2019,the Chinese government's attention to the legal dimension was at a high level,attention to the dimension of reunification of the motherland fluctuates the most,attention to the dimension of building a clean and honest government is the highest continuously,attention to the dimension of democracy is gradually stable,atten tion to ideological and political education,diplomacy and military dimensions is on the rise,and attention to the dimension of social stability declined from 1994 to 1998.Finally,this paper puts forward suggestions for further optimizing the attention al location of the political functions of the central people's government.
