地方政府融入“一带一路”建设的政策创新扩散研究——基于湖北294份政策文本的量化分析

摘　　要：[目的/意义]自2013年“一带一路”倡议提出以来,湖北紧抓“一带一路”建设的全面开放机遇,密集出台诸多政策,探究其政策创新扩散路径,有助于助力湖北深度融入“一带一路”建设。[方法/过程]以2014-2018年湖北各级政府颁布的294份文件为例,运用政策文本量化分析方法从时间、空间、政策特征维度分析政策变迁规律。[结果/结论]研究发现:湖北制定的“一带一路”支持政策经历了动员、调适和内化三个阶段的政策演进过程,并且在不同层级、部门和地域的政策主体间广泛扩散,而政策内容聚焦点从重视政策响应、支持设施建设逐步转向畅通贸易渠道、促进金融合作等具体领域,但是对人文交流领域扶持力度不足。因此,在创新扩散现有政策的基础上,湖北还需进一步压实“一带一路”建设任务,切实推动文化领域的创新发展,完善金融创新和风险预警机制,形成政策洼地效应,吸引高层次要素集聚。[Purpose/Significance]Since the Belt and Road Initiative was announced in 2013,Hubei has held on the opportunities of open and published supporting policies intensively.[Method/Process]This paper uses the quantitative analysis method of policy context encoding to classify 294 policies by governments at all levels in Hubei from 2014 to 2018,and extracts three dimensions of time,space and main features to reveal and explain the law of policy change.[Result/Conclusion]The study found that these supporting policies went through three stages,including policy mobilization,policy adjustment and policy internalization.The construction has transformed from policy response and facilities construction to some specific areas such as trade channels and financial cooperation except cultural exchanges.Therefore,based on implementation of existing policies comprehensively,Hubei could make further efforts to define the task,increase efforts to promote the innovation and development of cultural exchange,cultural communication and cultural trade,perfect financial investment and risk warning mechanisms,form a policy depression effect,and attract high-level elements to gather.
