摘　　要：“村民自建”是农村公共建设的一项有效机制.通过对安徽省南陵县“三会四自一平台”的调查研究发现,在组建村民议事会、项目理事会及项目监事会的基础上,实行村民“自选、自建、自管、自用”,建立多元化资源整合平台,有利于激发乡村社会的内生活力与行动力.在这一“村民自建”的农村公共建设机制中,协作、激励与公共参与是其内在的核心运行机理.在实施乡村振兴战略中,要进一步优化农村公共建设“村民自建”机制,重建村庄共同体,推进乡村有效治理."Villagers’self-construction"is an effective mechanism in rural public construction.An investigation of Nanling County in Anhui Province reveals that the mode of"San-hui Si-zi Yi-pingtai"is conducive to stimulating the endogenous vitality and action force of rural society."San-hui"refers to villagers’council,project management committee and project supervision committee."Sizi"refers to villagers’self-election,self-construction,self-regulation and self-use."Yi-pingtai"refers to an integration platform of various resources.Within the framework mentioned above,cooperation,incentives and public participation constitute its inner core to make it work.Therefore,it is proposed that the optimization of the mechanism of villagers’self-construction,the reconstruction of village community and the advance of effectiveness in rural governance are of vital importance in rural revitalization.
