现代化经济体系构建的现实基础与战略选择——以福州市为例

摘　　要：现代化经济体系的构建作为党和国家的重要战略部署,是建设社会主义现代化强国的应有之义、实现经济社会高质量发展的必然要求、满足人民群众美好生活需要的战略举措。福州市经济社会发展成绩斐然,经济实力显著提升、产业结构不断优化、增长动能持续更新、城乡发展趋于协调、市场机制不断健全、开放水平区域领先等为其全面构建现代化经济体系奠定了坚实基础,但也面临着新旧动能转换滞后、产业结构不尽合理、要素市场化程度不高、资源环境约束趋紧等亟待解决的问题。福州市应大力发展实体经济以健全现代产业体系,全面强化创新驱动以加速新旧动能转换,深化要素市场改革以健全现代市场体系,践行绿色发展理念以完善绿色发展体系,推进区域协调发展以促进空间均衡布局,充分发挥叠加优势以提升对外开放水平,从而推进现代化经济体系构建,助力美丽福州建设。As an important strategic deployment of the Party and the country,developing a modernized economy is the proper meaning of building a great modern socialist country,the inevitable requirement of realizing high-quality development of economy and social,and the strategic measure in meeting the people′s needs for a better life.Fuzhou has made remarkable achievements in the development of economy and social,such as significant improvement in economic strength,continuous optimization of industrial structure,continuous renewal of growth energy,coordination of urban and rural development,continuous improvement of market mechanism,regional leading in opening-up level,etc.,and has laid a solid foundation for comprehensively developing a modernized economy.However,some problems need to be solved quickly,such as lagging transformation of old and new energy,unreasonable industrial structure,low degree of the market-based allocation of factors of production and tight constraints of resources and environment.Fuzhou should vigorously develop the real economy to improve the modernized industrial system,comprehensively strengthen the innovation-driven to accelerate the transformation of new and old energy,deepen the reform of the market-based allocation of factors of production to improve the modernized market system,practice the concept of green development to improve the green development system,promote the coordinated regional development to achieve a balanced layout of space,and give full play to the superposed advantages to improve the level of opening-up,so as to advance the development of the modernized economy and help build a beautiful Fuzhou.
