新疆区域经济发展质量评价及其时空格局演变

摘　　要：从经济发展规模、经济发展效益、经济结构和环境保护等方面构建新疆区域经济发展质量的评价体系,基于熵权TOPSIS法分析2001—2017年新疆整体与地州层面经济发展质量的时序变化,并采用探索性空间数据分析方法揭示新疆地州经济发展质量的空间效应与空间格局演化特征。研究结果发现:(1)新疆经济发展质量水平随时间推移逐步提高,经济规模和经济效益取得较快发展,经济结构逐步优化但幅度不大,环境保护层面波动性较大。(2)从地州层面来说,经济发展质量水平有所提高,但部分地州存在效益水平下降、结构升级缓慢、环境保护力度不足等问题,制约了经济的高质量发展。(3)新疆经济发展质量总体呈现正的空间集聚效应,即质量发展水平相似的地区呈现集聚分布但并不稳定;从经济发展质量冷热点区分布来看,主要表现为南北差距,热点区空间格局有逐渐东移并扩大的趋势。基于此,认为应将经济效益提升和经济结构优化作为重点,增强经济质量核心区对周边地区的辐射带动作用,最终实现新疆经济高质量发展目标。This paper constructs the evaluation system of Xinjiang regional economic development quality from the aspects of economic development scale,efficiency,structure and environmental protection and uses the entropy weight-TOPSIS method to analyz e the time series of the economic development quality of overall Xinjiang and the prefectures from 2001 to 2017.Exploratory spatial data analysis method is used to reveal the spatial effects and spatial pattern evolution characteristics of Xinjiang′s economic development quality.The results show that:(1)the quality of Xinjiang′s economic development has improved over time,the economic scale and efficiency have achieved rapid development,the economic structure has been steadily improved,but the range is not large and the level of environmental protection fluctuates greatly.(2)At the prefecture level,the quality of economic development has improved.However,some prefectures have problems such as the decline of efficiency level,slow structural upgrading,and insufficient environmental protection,which constrain the improvement of the quality of economic development to a higher level.(3)The overall development quality of Xinjiang shows a positive spatial agglomeration effect,that is,the regions with similar quality development levels show agglomeration distribution but not stable;in the view of cold and hot spots distribution of economic development quality,the disparity of northern and southern areas are remarkable,and the spatial pattern of hot spots has a tendency to gradually move eastward and expand.Finally,the further optimization of the quality of Xinjiang′s economic development should focus on the improvement of efficiency and economic structure,strengthen the leading role of the core area to drive surrounding areas to achieve the goal of high-quality economic development in Xinjiang.
