江苏人口—土地城镇化的异速增长与协调发展研究

摘　　要：随着江苏省新型城镇化进程的快速推进,人地关系矛盾日益突出。本文从整体角度和区域角度来研究,构建出异速增长模型与协调度模型,分析江苏省2006~2016年人口城镇化与土地城镇化异速增长的相互关系以及协调发展程度的变化趋势。结果表明:从2006年到2016年,基于江苏省整体情况来研究,江苏省的城市建设用地与人口关系呈现正异速增长特征,土地城镇化明显快于人口城镇化;基于江苏省三大区域来研究,苏南区域城市人口与建设用地异速增长系数处于波动徘徊阶段,苏中、苏北两大区域城市人口与建设用地异速增长系数呈现先快速增长,然后波动发展,最后稳步发展阶段;苏南区域城市人口与建设用地协调度总体转变为偏向较低协调发展,苏中区域城市人口与建设用地协调度稳中略有波动,苏北区域城市人口与建设用地协调度由较高协调转向低协调。结果证明江苏省人口城镇化与土地城镇化之间存在明显的区域差异,在未来的城市发展规模建设中也需要制定相应的政策予以调控。With the rapid development of urbanization in Jiangsu Province,the contradiction between population and land is becoming more and more serious.In this paper,from the perspective of the overall and regional perspective,a model of allometric growth and a model of coordination degree are constructed.This paper analyzes the relationship between population urbanization and land urbanization in Jiangsu Province from 2006 to 2016.The results showed that:from 2006 to 2016,based on the overall situation of Jiangsu Province,the relationship between urban construction land and population in Jiangsu is showing the characteristics of rapid growth,land urbanization is significantly faster than population urbanization.Based on the study of the three regions in Jiangsu Province,the allometric growth coefficient of urban population and construction land in South of Jiangsu is in the stage of fluctuation. In the two regions of Central Jiangsu and Northern Jiangsu Province, the allometric coefficient of urban population and construction land increase rapidly, then fluctuate, and finally develop steadily. The coordination between urban population and construction land in the southern Jiangsu region has turned into a relatively low-coordinated development. The coordination degree between urban population and construction land in the central and southern regions has fluctuated slightly. The coordination between urban population and construction land in northern Jiangsu has shifted from higher coordination to lowercoordination. The results show that there are obvious regional differences between population urbanization and land urbanization in Jiangsu, and the corresponding policies should be adjusted in the future development of urban development.
