农村非贫困户对精准扶贫政策的满意度评价及其影响因素分析

摘　　要：基于在江西省南昌市、宜春市、萍乡市、赣州市、抚州市、吉安市和新余市等部分村庄的入户调查数据,利用描述性评价与回归模型,从个人特征因素、家庭经济特征因素、干部责任心因素、精准识别因素等12个因素,对非贫困户精准扶贫政策满意度评价及其影响因素进行分析。研究表明:非贫困户对于精准扶贫政策满意度整体处于一般水平;非贫困户对精准扶贫政策的满意度受到家庭经济特征因素、干部责任心因素、致贫原因、相对贫困情况等因素的影响。基于此,提出以下相关建议:加强扶贫过程中的基础设施建设,提高当地教育水平;提高干部素质,加强内部管理,"两头兼顾";加强政策宣传,实现政策公开透明化,完善监督与惩罚机制,使贫困户与非贫困户都"认账";精准识别工作、扶贫工作落实实现标准化、常态化。Based on the data of household survey in Nanchang,Yichun,Pingxiang,Ganzhou,Fuzhou,Ji’an and Xinyu in Jiangxi Province,from 12 factors such as personal characteristic factors,family economic characteristics factors,cadre responsibility factors and precise identification factors and so on,this paper analyzes the satisfaction evaluation of non-poor households with precision poverty alleviation policy and its influencing factors by using descriptive evaluation and regression model.The results showed that:The satisfaction of non-poor households with precision poverty alleviation policy as a whole is at a general level;the satisfaction of non-poor households with the policy of precision poverty alleviation is influenced by the factors of family economic characteristics,the factors of responsibility of cadres,the causes of poverty,the relatively poor situation,and so on.Based on this,the following recommendations were made:strengthening infrastructure construction in the process of poverty alleviation and improving the local level of education;improving the quality of cadres,strengthening internal management,and achieving“two-pronged balance”;strengthening policy publicity,achieving open and transparent policies,improving supervision and punishment mechanism,so that both poor and non-poor households are“admit”;accurate identification work and poverty alleviation work to achieve standardization and normalization.
