摘 要:海洋经济的发展离不开海洋产业的集聚,而海洋产业集聚在促进经济增长的同时,也会对海洋环境产生影响。参考陆域产业体系,海洋产业集聚对海洋环境污染的影响可能也会产生空间效应。为了探究海洋产业集聚对海洋环境影响是否具有空间溢出效应,本文利用2006—2015年中国沿海11省市海洋产业的数据,选用面板空间计量模型。实证结果表明:一方面,中国沿海地区海洋环境污染存在显著的空间负相关,出现集聚污染现象;另一方面,海洋产业集聚水平的提高会加剧海洋环境污染,并且这一影响存在显著的空间溢出效应。基于此,本文从控制海洋产业的污染排放、合理布局海洋产业和构建区域共同发展3方面提出促进海洋经济可持续发展的建议。The development of marine economy can not be separated from the agglomeration of marine industry,which can not only promote economic growth,but also have an impact on the marine environment.Referring to the land industrial system,the impact of marine industrial agglomeration on marine environmental pollution may also have spatial effects.In order to explore whether the agglomeration of marine industry has spatial spillover effect on marine environmental impact,this paper chooses panel spatial econometric model based on the data of marine industry in 11 coastal provinces and cities of China from 2006 to 2015.The empirical results show that,on the one hand,there is a significant negative spatial correlation between marine environmental pollution and agglomeration in coastal areas of China.On the other hand,the improvement of the concentration level of marine industry will aggravate the pollution of marine environment,and this effect has a significant spatial spillover effect.Based on this,this paper puts forward some suggestions to promote the sustainable development of marine economy from three aspects:controlling the pollution and emission of marine industry,rationally distributing marine industry and building regional common development.
