长江流域水利水电工程与河湖健康保护研究

摘　　要：回顾了新中国成立以来长江流域水利水电工程规划与建设情况,按区域分析了长江治理、开发利用的环境制约问题。以保护流域生态环境,维护河湖健康为目标,分别从规划阶段和工程建设阶段阐述了促进水利水电工程建设与生态环境保护可持续发展的措施。从流域与整体角度,提出了践行新理念、完善规划体系、强化监督管理、强化技术支撑、强化信息化建设等更好保护河湖健康的对策措施建议。The planning and construction of water conservancy and hydropower projects in the Yangtze River Basin since the founding of the People's Republic of China is reviewed.The environmental constraints of Yangtze River governance and utilization are analyzed from regional aspect.The measures taken in the planning stage and con struction stage to promote the sustainable development of water conservancy projects and ecological environment protection are elaborated respectively.The suggestions on countermeasures to better protect rivers and lakes are pro posed in the view of the whole basin,such as practicing new concepts,perfecting planning system,strengthening supervision and management,strengthening technical support and information construction.
