摘 要:公安绩效考核在推进公安机关队伍建设、维护国家政治经济社会秩序方面具有建设性意义,但现有考核体系未涉及对民事纠纷处理的考核。在公安绩效考核中引入民事纠纷处理考核具有合法性与合理性,可作为公安机关资源分配与人事管理的重要依据,有助于民事纠纷的减少和良好社会环境的形成,亦有助于民主政治的加强与高效型政府的建立。面对引入的理论和实践障碍,应在相关法律法规中明确"对民事纠纷处理情况进行考核",通过建立"分级管理、目标匹配"的民事纠纷考核内容与标准、加强队伍建设、提高民警法律素养、合理运用考核结果等措施予以可行性配适。Public security performance appraisal is of constructive significance in promoting the construction of public security organs and maintaining the political,economic and social order of the country.The introduction of civil dispute settlement assessment into the performance assessment of public security has legitimacy and rationality,which can be used as an important basis for resource allocation and personnel management of public security organs,which is conducive to the reduction of civil disputes and the formation of a good social environment,as well as the strengthening of democratic politics and the establishment of efficient government.In the face of the introduction of the theory and practice predicament,should be defined in the relevant laws and regulations"for civil dispute processing to examine the situation",through the establishment of"classification management,target matching"civil disputes assessment contents and standards,strengthen the team construction,improve the legal literacy reasonable use of the assessment results,police feasibility measures to fit.
