口述环境史的环境记忆与环境认知研究初探--以滇池污染治理变迁为例

摘　　要：口述环境史以公众对过去、现在和未来的环境认知为核心,挖掘口述资料,将公众的环境认知纳入研究领域,有利于丰富环境史研究的理论和方法。公众的环境变迁认知反映了公众对环境政策和治理成效的关注和认同,而不同群体的环境认知和实践的共性和差异性则揭示环境政策的复杂性,也间接影响环境治理成效。滇池污染治理的口述环境史调查表明,环境问题所涉及的社会问题的广泛性和复杂性使得政府部门、企业和公众注重工程治理,忽视公民环境教育和环境治理参与。尤其是常识性环境教育缺乏和学术研究成果尚未转化为公民环境教育资源,使得环境治理政策的制定长期忽视从转变人的环境观念为出发点,导致公民环境认知落后、环保实践度低,综合治理无法完善和落实使滇池污染治理成效低。Oral Environmental History is centered on the public cognition of environment in the past, the present and the future. Discovering oral information and incorporating the public’s environmental cognition into the research field is conducive to the theory and methods of environmental history research. The change of public awareness of environmental reflects their concerns and recognition about environmental policies and governance effectiveness. The universality and individuality of environmental cognition and practice in different groups reveal the complexity of environmental policies and indirectly affects the effectiveness of environmental governance. This research shows that the extensiveness and complexity of social issues involved in environmental issues have made the government, enterprises and the public pay attention to engineering instead of to the environmental education and public involvement in environmental governance. In particular, the lack of environmental common-sense education and academic research results have not yet been transformed into environmental education resources, causing long-term neglect of formulating environmental policies on the basis of notion transformation, leading to backward environmental awareness, inefficient environmental protection efforts and comprehensive governance in Dianchi pollution control.
