完善体制,改进机制,创新标准,科学管理——成人高等教育质量管理研究进展评述

摘　　要：成人高等教育是国民教育的重要组成部分,是高等教育的重要途径之一。回顾总结近二十年来成人高等教育质量管理研究成果,大致可以分为质量观念研究、存在问题研究、影响因素研究、措施对策研究、质量监控评价和保障体系研究等六个相对集中的领域,充分彰显了成人高等教育研究者的智慧结晶,也清楚看到相关研究成果对我国成人高等教育发展进步的积极作用。必须清醒地意识到,有关研究尚存在一些亟待改进的方面。表现在研究力量单薄、思维模式固化、研究方法粗放。存在显著的“思想多,方法少”;“措施多,手段少”;“经验多,理论少”;“现象多,规律少”;“观点多,论证少”等特征。总之研究成果虽有一定的合理性,研究思路、方法、工具、手段等有待于进一步改进,研究成果对成人高等教育的发展指导作用有待进一步提升。Adult higher education is an important part of education and one of the important ways of higher education.Reviewing and summarizing the research results of adult higher education in the past 20 years,it can be roughly divided into six relatively concentrated areas:quality concept of adult higher education,existing problems,factors affecting quality,measures and countermeasures,evaluation and guarantee system,which fully demonstrates the Intelligence and wisdom of adult higher education researchers,and clearly shows the achievements of relevant research.As a result,it plays an active role in the development and progress of adult higher education in China.We must be aware that there are still some aspects to be improved urgently.It is manifested in the weak research power,the solidification of thinking mode and the extensive research methods.There are obvious characteristics such as"more ideas,fewer methods","more measures,fewer means","more experience,fewer theories","more phenomena,fewer rules","more opinions,fewer arguments".In a word,although the research results are reasonable,the research ideas,methods,tools and means need to be further improved,and the guiding role of the research results for the development of adult higher education needs to be further enhanced.
