德国社会组织参与政府发展援助的管理体系及其启示

摘　　要：该文介绍了德国社会组织参与政府发展援助的政策、主责部门和实施机构的职责设定,以及德国社会组织参与发展援助的评估体系。在此基础上,提炼出德国社会组织参与发展援助的监管和扶持体系的一般模式。基于对德国经验的梳理,该文提出,要在国家战略层面建立社会组织参与对外援助的协调机制,并形成基于战略重点、资金规模和实施主体资质等维度的分层分类立项资助流程;同时建立一套独立且有足够权威性、专业性的第三方评估机制,为确保社会组织参与政府发展援助奠定基础。This paper studies the management and support system for German civil organizations participating in official development assistance(ODA),from the perspective of national policy,the responsibilities of the main stakeholders and implementing agencies,and the evaluation system and its indicators.The general model of supervision and support system has been discussed with the thorough analysis of German experiences.This study points out that a coordination mechanism for civil organizations to participate in ODA should be established as national strategy and a hierarchical classification project funding process based on strategic priorities,funding scale,and implementation entity qualifications should be established afterwards.An independent,sufficiently authoritative and professional third-party assessment mechanism is an important basis for ensuring the effectiveness of development assistance as a whole.
