摘　　要：“三农”是关系国计民生的核心问题。以促进“三农”可持续发展为目标的乡村振兴需要优质的农村人力资本作为支撑,需要大范围提升农村劳动力的职业技能、专业知识,需要提升农村人力资源向人力资本的有效转化率。我国农村人力资源转化现状存在人力资本投资有限、资源转化效率低、专业培训机构匮乏等问题,导致农村人力资本难以最大化发挥优势。文章在立足国内乡村振兴发展诉求差异化的前提下,思考农村人力资本应用的困境、原因,分析影响农村人力资本形成转化的因素,阐述契合乡村振兴诉求目标的农村人力资本激活和开发路径。“Agriculture,rural areas and farmers”,is the core issue related to the national economy and people’s livelihood.In order to promote the sustainable development of agriculture,rural areas and farmers,rural revitalization needs high-quality rural human capital as support,needs to improve the professional skills and professional knowledge of rural labor force in a large scale,and needs to improve the effective conversion rate of rural human resources to human capital.The current situation of rural human resource transformation in China has some problems,such as limited investment in human capital,low efficiency of resource transformation,and lack of professional training institutions,which make it difficult for rural human capital to maximize its advantages.Based on the differences of the demands for the development of rural revitalization in China,this paper considers the difficulties and causes of the application of rural human capital,analyzes the factors that affect the formation and transformation of rural human capital,and expounds the activation and development path of rural human capital that fits the demands of rural revitalization.
