摘 要:本文利用中国2009-2014年30个省份构成的平衡面板数据,基于知识生产函数探讨了政府研究与试验发展(R&D)资助对技术创新的非线性影响效应。研究结果表明:政府R&D资助与技术创新存在倒“U”型曲线关系,就目前而言,加大政府R&D资助规模将有效推动地区技术创新能力的提升;其次,技术创新存在显著的空间集聚现象,地区间政府R&D资助对技术创新的间接效应也表现为倒“U”型关系。此外,企业R&D投入在政府R&D资助与技术创新之间起中介关系,地区经济发展水平及金融发展水平对政府R&D资助所引致的促进作用具有正面调节效应,而现行财政分权制度不利于政府R&D资助发挥促进作用,这些因素都能在一定程度上解释地区之间政府R&D资助对技术创新影响作用的异质性。最后,本文根据上述结论,围绕优化政府R&D资助决策、完善区域创新协同发展提出了有效对策及措施。With the declining of"demographic dividend"and"globalization dividend,"China is facing the problem of overcapacity.As a result,relying on large-scale investment to fuel economic growth in the traditional model is unsustainable.The government's R&D funding as a way to transform economic development models and to implement the innovation-driven strategy has long been under the spotlight.Based on the existing research,combined with the knowledge production function and the spatial econometrics method,this paper uses the 30 provinces of China's Mainland as the research object and analyzes the non-linear impact of R&D funding on technological innovation from local and regional aspects.On this basis,it reveals the path that the government's R&D funding has on technological innovation,identifies the key factors that affect the relationship between government R&D funds and technological innovation,and provides the theoretical support for government technology decision and technology management practice.First of all,this paper examines the impact of government R&D funding on technological innovation.The empirical results show that the impact of R&D funding on technological innovation takes on a significant"U"curve,but for now,most provincial government R&D funding has a positive impact on technological innovation.Also,from the indirect effect,the spillover effect of government R&D funding on the technological innovation in neighboring areas is shown as a"U"type curve,which means that the appropriate scale of government R&D funding can effectively promote regional synergies in technological innovation.Secondly,this paper confirms the regional heterogeneity of the relationship between government R&D expenditure and technological innovation by quantile regression.On this basis,treating the enterprise’s R&D investment as a mediator variable,we test the path of the impacts that the government's R&D funding has on technological innovation.The government's R&D investment has a significant incentive effect on the R&D investment
