摘　　要：能源是人类社会生存发展的重要物质基础,攸关国计民生和国家战略竞争力。20世纪50—70年代,中国逐步重视能源发展。从“一五”计划至“五五”计划,国家对电力、煤矿、石油等能源工业发展作出了具体部署,同时提出节约使用电力、煤炭、石油等。改革开放以来,在不断加强能源资源开发和基础设施建设的基础上,我国更加注重能源发展质量和效率,从“六五”计划到“十五”计划,逐步提出提高经济效益和能源效率,坚持节约与开发并举,把节约放在首位,优化能源结构,积极发展新能源,推动能源技术发展,提高能源利用效率。As an important material foundation of human society's survival and development,the energy is of great concern to national economy,the people's livelihood and strategic competition.From the 1950s to 1970s,China gradually paid emphasis on energy development,and has carried out specific measures for energy industry development and proposed to consume these energies in an economical manner from the"1st Five-Year Plan"to the"5th Five-Year Plan".Since the reform and opening up,based on the continuous strengthening of energy resource development and infrastructure construction,China has paid more attention to the quality and efficiency of energy development.From the"6th Five-Year Plan"to the"10th Five-Year Plan",China has gradually improved economic benefit and energy efficiency,combined energy saving with development,valued energy saving as the top priority,optimized the energy structure,actively developed new energies,promoted the development of energy technologies,and improved energy utilization efficiency.
