胶东调水工程保障供水安全的实践

摘　　要：山东省胶东调水工程是缓解胶东地区水资源供需矛盾、支撑地区经济社会可持续发展的跨流域、长距离大型调水工程。2014—2018年,胶东半岛出现新中国成立以来最严重的持续干旱,城市用水出现危机,胶东调水工程连续5年实施应急调水,极大缓解了该地区用水紧张形势。通过总结近5年应急调水应用实践,归纳了为扩大输水规模、提高输水保障率而采取工程措施和管理措施等经验,可为其他同类型调水工程管理运行提供参考借鉴。Jiaodong Water Diversion Project,as a large-scale inter-basin and long-distance water diverting scheme in Shandong Province,aims to release constrain placed by water demand over supply,and boost sustainable development of economy and society in Jiaodong Peninsula.From 2014 to 2018,the area experienced the most serious persistent drought since the founding of China in 1949,combining with water crisis occurred in cities.By summarizing the practices of emergency water transfer in recent 5 years,this paper sums up both structural and non-structural measures for expanding the scale and enhancing the rate of water diversion,which can provide valuable experiences for other water diversion schemes of the same type.
