基于循环经济理论的我国快递包装“绿色化”发展研究

摘　　要：随着我国快递业务量“爆炸式”增长,快递包装材料的使用量日益加剧,由于立法不健全、标准不统一、技术创新不足、企业利益驱动等导致目前市场上的快递包装材料大部分是难以降解的,环保性较差;此外,供应链各方权责不明确,快递包装废弃物的回收处于观望期,没有形成社会化的、科学合理的逆向物流体系,造成包装废弃物堆积,环境污染严重。政府应加强顶层设计,完善快递包装立法,加大包装新材料的技术创新研发和宣传力度,提高全社会的环保意识,切实履行快递包装生产者延伸责任,建立“线上线下”融合的快递包装逆向物流回收与再利用体系,推动我国由快递大国向快递强国迈进。With China's explosive growth in express delivery business,the amount of the usage of express packaging materials is increasing.Because of the imperfect legislation,non-uniformed standard,lack of technological innovation,and enterprise profit tendency,most of the express packaging materials on the market are difficult to degrade and unprofitable for environmental protection.In addition,responsibilities of all parties in the supply chain are unclear,and the express packaging waste recycling is in a wait-and-see period,which has not formed the social,scientific and reasonable system of reverse logistics,resulting in the packaging waste stacks and serious environmental pollution.The government should strengthen top-level design,perfect express packaging legislation,increase technological innovation and R&D propaganda for the packaging of new materials,improve the environmental awareness of the whole society,perform the extended producer responsibility for express packaging,establish the recycle and reuse system of online and offline fusion express packaging of reverse logistics,and promote our country to go forward from the express country to the express power.
