摘　　要：党的十九届四中全会对坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化作出了系统性的概括,全面回答了在我国国家制度和国家治理体系上应该坚持和巩固什么、完善和发展什么这一重大政治命题。从世界维度、历史维度、理论维度、现实维度、变革发展维度等5个方面解读四中全会精神,对进一步深化对党在新时代推进中国特色社会主义事业的理解具有重要帮助和意义。The Fourth Plenary Session of the 19th CPC Central Committee made a systematic summary of upholding and improving the socialist system with Chinese characteristics,advancing the modernization of the national governance system and governance capabilities,and comprehensively answered what should be adhered to and consolidated in our national system and national governance system,Improve and develop this major political proposition.Interpreting the spirit of the Fourth Plenary from five aspects,including the world dimension,the historical dimension,the theoretical dimension,the realistic dimension,and the reform and development dimension,is of great help and significance for further deepening the party's understanding of the cause of promoting socialism with Chinese characteristics in the new era.
