摘 要:随着“信息时代”的来临,元数据作为解决信息爆炸难题的手段得到了广泛的关注。尤其是在应急管理领域,面对千变万化的应急事件,如何快速整合以往经验,形成有效的解决方案,是值得探讨的问题。以邻避事件为研究范例,对已有的应急管理元数据标准进行调研和分析,通过抽取、复用及适当创新的方式,构建了包含7个一级要素、能够基本满足邻避事件描述需要的元数据标准,并规定了其扩展机制,能够实现邻避事件应急管理信息资源的整合、归类、监控、共享、流转,也为其他领域的元数据标准制定提供了参考。With the advent of the"information age",metadata has received extensive attention as a mean to solve the problem of information explosion.Especially in the field of emergency management,facing the ever-changing emergency events,how to integrate past experience as quickly as possible and form effective solutions is a problem worth discussing.Taking NIMBY event as an example,this paper investigates and analyzes existing metadata standards of emergency management,through extraction,reuse and appropriate innovation,constructs the metadata standard,which includes 7 first-level elements and can basically meet the needs of NIMBY event description,and stipulates its extension mechanism.It can realize the integration,classification,monitoring,sharing and circulation of NIMBY event emergency management information resources,and also provide reference for the formulation of metadata standards in other fields.
