摘　　要：失地农民创业是确保他们长远生计和城镇可持续发展的重要举措。本文通过对美国、英国、日本、德国、法国、加拿大等几个典型发达国家失地农民创业政策模式的比较分析,提出对我国失地农民创业的政策启示。宏观政策视角,提出创业产业、创业人才、创业转型等创业政策体系;中观机制视角,提出税收优惠和财政倾斜的创业资金扶持手段;微观行为视角,提出扩展多渠道的创业教育和培训、提供及时有效的创业信息服务、提高创业教育和培训的积极性等可以提升失地农民创业技能的政策。为我国失地农民创业政策的制定提供更具有针对性与创新性的参考依据。Land-lost farmers'entrepreneurship is a new measure for ensuring the long-term livelihood and sustainable development of land-lost farmers.In this study,previous literature is analyzed to compare the policy patterns of land-lost farmers'entrepreneurship in the US,UK,Japan,Germany,France,Canada,and other developed countries and propose the entrepreneurship policy implications of land-losing farmers in China.On the macro-scale,we suggest the development of an entrepreneurship policy system including measures that depend on the local conditions of entrepreneurship industry policy,entrepreneurship talent policy,and entrepreneurship transformation policy.From the meso-scale perspective,venture capital support based on tax incentives and financial tilt should be implemented.Finally,on the microscopic behavioral scale,multichannel entrepreneurship education and training should be expanded,a timely and effective entrepreneurial information service should be provided,and the enthusiasm for entrepreneurship education and training should be increased.All of these policies should improve the entrepreneurial skills of land-lost farmers.The entrepreneurship policy implications proposed in this study provide a more specific and innovative reference for establishing policies for land-lost farmers.
