城市抗震防灾能力评价指标体系和评价方法

摘　　要：通过建立科学合理的城市抗震防灾能力指标体系,提出了城市抗震防灾能力评价模型。在实地调研和资料收集的基础上,对唐山市2015~2017年的抗震防灾能力进行定量评价。研究结果表明:2015、2016、2017年唐山市抗震防灾能力评价指数分别为0.5308、0.5917、0.6922,通过实例验证了该评价方法的有效性,可为城市抗震防灾工作决策和研究者提供一定的借鉴。Based on the previous research results,a comprehensive study on the evaluation of urban earthquake resistance and disaster prevention capacity was carried out.Through the establishment of a scientific,reasonable and effective index system of urban earthquake resistance and disaster prevention capacity,an evaluation model of urban earthquake resistance and disaster prevention capacity was proposed.Finally,based on the field research and data collection,a quantitative evaluation was made on the earthquake resistance and disaster prevention ability of Tangshan City from 2015 to 2017.The results show that the evaluation indexes of earthquake resistance and disaster prevention ability of Tangshan City in 2015,2016 and 2017 are 0.5308,0.5917 and 0.6922.The effectiveness of the evaluation method is verified by examples,which can provide some reference for the decision-making and researchers of earthquake resistance and disaster prevention in cities.
